Hi Simen,
You should test some panels to see the result but I think the hand may not be so nice with two pieces so thick glued together. If you want your small bag to have a rigid form then I would recommend using a thin reinforcement like salamander or Vildona to add the stiffness and keep you lining loose, not glues down to the exterior.
